Monitoring controls for screenshots and timelapses

Monitoring cadence
These values control future screenshots, timeline cards, and timelapse windows.

This controls raw screenshots for timelapse playback. Gemini analysis is sampled down to one frame every 10 seconds automatically.

Set 1 FPS for lightweight review videos, or higher for smoother playback.

The backend checks at this cadence and regenerates only when new completed segments exist.

The API checks for completed segment observations at this cadence.
